Earlier, Health and Human Services Secretary Tom Price said cutting almost $1 trillion from Medicaid would give states freedom to tailor the programme to fit their needs.

In an interview with Bloomberg News, he renewed his promise that any bill he signs will be "every bit as good on (covering) pre-existing conditions as Obamacare".

Even as the Republican health care overhaul remains a work in progress, states are planning for big changes that could swell the ranks of the uninsured and hit them with higher costs.

The bill makes some major changes to the Affordable Care Act, known as Obamacare. They will face tough decisions about balancing costs and care.

In the House, 217 Republicans voted yes.

"What we're trying to do is to improve the Medicaid system - make it more responsive to patients", he said.

President Obama came out of retirement in March to insist that his health care reform wasn't a "job-killer." The comment traveled quickly on social media.
